Rollins, a previous vet, is considerate, soft-spoken, erudite and a particularly conservative driver. The strongest epithet you may hear him contend is "Holy smokes. "The Last Oracle" ( William Morrow, $26.95, 448 pages ) is Rollins ' 10th novel and the 4th entry in his Sigma Force series. It made it to the NY Times best-seller list.
